Wyoming Commission on Judicial Conduct and Ethics names new executive director

Posted on: June 11, 2026

CHEYENNE, Wyo. – The Wyoming Commission on Judicial Conduct and Ethics has selected Sam Shumway to serve as its new Executive Director.

Shumway succeeds Wendy Soto, who is retiring after 14 years of dedicated service as the Commission’s Executive Director.

“We are deeply grateful to Wendy Soto for exceptional leadership and unwavering commitment to the integrity of Wyoming’s judiciary,” said Margaret Farley, Commission Chair. “As we wish Wendy the very best in her well-deserved retirement, we are thrilled to welcome Sam Shumway to the role.”

Shumway brings more than two decades of leadership experience in public service, law, government relations, and organizational management. A graduate of the University of Wyoming, he earned both his bachelor’s degree and Juris Doctor from UW. Following law school, he clerked for the Wyoming Supreme Court before practicing law in Wyoming and serving in the Wyoming Attorney General’s Office. Most recently, Shumway served as State Director for AARP Wyoming, where he led statewide advocacy, outreach, and public policy efforts on issues affecting Wyoming residents.

“I am honored to join the Commission on Judicial Conduct and Ethics and to support its important work on behalf of Wyoming’s judicial system and the citizens it serves,” said Shumway. “The integrity and independence of the judiciary are fundamental to public trust, and I look forward to working with the Commission to uphold those principles.”

In this role, Shumway will oversee the administrative operations of the Commission, support the Commission’s mission to promote public confidence in Wyoming’s judiciary and help ensure fair, impartial and ethical administration of justice throughout Wyoming.
