Treatment and Diversion Courts

Wyoming’s treatment and diversion courts play a critical role in addressing the mental health and substance use crises by offering alternatives to traditional criminal justice processes. These programs provide structured interventions to improve outcomes for individuals while reducing costs, enhancing public safety, and reducing recidivism. By combining treatment and diversion court efforts, Wyoming aims to create a comprehensive system that addresses the root causes of criminal behavior, reduces the burden on traditional courts, and fosters healthier communities statewide.

About the Courts

Wyoming's Treatment Courts

In 2024, the transfer of treatment courts to the Judicial Branch created an opportunity to improve their effectiveness statewide. With guidance from NPC Research, a committee of stakeholders reviewed and revamped the Wyoming Treatment Court Standards, which were adopted on July 1, 2024. Following this adoption, treatment court team members received training on the updated standards to ensure fidelity to evidence-based practices.

Wyoming's Diversion Courts

Wyoming’s behavioral health diversion courts offer non-violent individuals with serious mental illnesses (SMI) a pathway to treatment and recovery instead of incarceration. The Campbell County Mental Health Diversion Program serves as a pilot initiative, screening eligible participants through multiple referral points, clinical evaluations, and risk assessments. Approved participants receive treatment and monitoring, with their charges held in abeyance during compliance. The program’s outcomes will be analyzed to measure its impact compared to traditional criminal justice methods, and a toolkit is in development to help other jurisdictions establish similar programs. In 2025, two new diversion court programs were launched: Laramie County Diversion Court began on January 31, 2025, followed by the Natrona County Diversion Court on February 10, 2025.

Application for Treatment Court Funding

The Wyoming Legislature provides funding for treatment courts under the Court Supervised Treatment Programs Act. These specialized courts combine judicial supervision with treatment and monitoring to reduce recidivism and promote sobriety among participants. While the Legislature appropriates funds for treatment courts, the Wyoming Judicial Council, through its Behavioral Health Committee, determines eligibility and funding for successful applicants. The funding cycle happens every two years, with the next application for funding released in FY2026.

Submit Application During Funding Cycle

During an identified funding cycle, please complete the application, including all attachments such as matching funds letters and contracts or MOUs. The entire package of materials shall be emailed to treatment@courts.state.wy.us. Applications received after the cutoff date will not be considered for funding.
