Article 5, Section 4 (c) – (e) of the Wyoming Constitution establishes a Judicial Nominating Commission tasked with nominating three qualified applicants for each Supreme Court justice, district judge, chancery judge, or circuit judge vacancy. Three members of the Commission are selected by the Governor, and three attorneys engaged in the practice of law are elected by the Wyoming State Bar. The Chief Justice serves as chairman of the Commission, but is authorized to vote only in the event of a tie.
Throughout 2023, the Human Resources Committee (HRC) of the Wyoming Judicial Council (WJC) worked on evaluating Judicial Branch (Branch) job descriptions to better align compensation for similar sized jobs, using the Hay Methodology of classification. The result of the HRC’s work is the Wyoming Judicial Branch Classification Structure. This structure assigns positions to job families and grades based on factors such as knowledge requirements, problem-solving, and accountability. Positions were first evaluated individually based on job duties and then comparatively across the branch to ensure fairness and consistency in our compensation approach.
The Branch pay structure uses the Executive Branch market pay tables to establish pay ranges, from minimum to market, for our positions, ensuring we are paying competitive wages. The Branch uses this information to determine budget requests for future pay increases. In its 2025/2026 budget request, the Branch requested a compensation appropriation to move employee pay closer to market rates.
